Bringing phones and gifts into Ghana: what customs says
In September 2026 a customs official mentioned a two-phone limit, and GRA then said no such law exists. Here is what was said, what officers look at, and how to avoid a surprise bill at the airport.
The short answer
There is no law that limits you to two phones, GRA said in September 2026, but officers decide whether what you carry is for personal use. Phones you already use are generally not assessed. New or boxed phones, several identical devices and large quantities of gifts can be charged duty. If you are unsure, use the red channel and declare.

What was said in September 2026
The rules behind this are in the Customs Act 2015 (Act 891), the Exemptions Act 2022 (Act 1083) and a regulation under them. GRA said a case challenging that regulation is before the Supreme Court, so the rules could change. We will update this guide if they do.
There is no law that says two phones and no more.
- 2 SeptemberCustoms Commissioner Aaron Kanor said at the airport that travellers with more than two phones could be treated as importing them for sale.
- 3 SeptemberGRA said that carrying more than two phones does not automatically mean paying duty.
